第一章总则第一条为维护企业合法权益,减轻企业负担,促进经济发展,根据有关法律、行政法规的规定,结合本省实际,制定本条例。第二条各级人民政府应当加强对减轻企业负担工作的领导,为企业发展创造良好环境。第三条县级以上地方人民政府经济贸易行政部门为本行政区域内减轻企业负担工作主管部门,负责组织实施本条例。各级监察、财政、物价、审计等部门应当按照各自的职责,协同做好本条例的实施工作。第四条鼓励企业对违法增加企业负担的行为举报或者投诉。
Chapter I General Provisions Article 1 These Regulations are formulated to safeguard the legitimate rights and interests of enterprises, reduce the burden on enterprises and promote economic development, according to the provisions of the relevant laws and administrative regulations as well as the actual conditions of their respective provinces. Article 2 The people’s governments at all levels shall step up their leadership in alleviating the burdens on enterprises and create a favorable environment for their development. Article 3 The economic and trade administrative department of the local people’s government at or above the county level shall be the competent department in charge of alleviating the burden on enterprises in its own administrative area and be responsible for the organization and implementation of these Regulations. Departments under the supervision, finance, price and audit at all levels shall, in accordance with their respective functions and duties, work together to carry out the implementation of these Regulations. Article 4 Enterprises are encouraged to report or complain about acts of increasing the burden on enterprises by law.
