新中国成立以来,尤其是改革开放以来,我国的慈善事业得到了长足的发展,但与此同时,我国慈善事业的发展也存在着诸如慈善专门立法缺失,现行与慈善有关的法律法规与政策的效力层次较低、衔接性与社会回座性较差,慈善组织的发展与运行机制不完善以震对慈善行为的规制与篮管的缺位导致慈善组织与慈善事业出现信任危机等瓶颈。因此,亟须通过完善悬善法律制度与政策,推动慈善事业全面发展。
Since the founding of New China, especially since the reform and opening up, China’s philanthropy has made considerable progress. However, at the same time, the development of philanthropy in our country also has such problems as the lack of specialized charity legislation, the existing laws, regulations and policies concerning charity The lower level of effectiveness, the poorer convergence of the society, the imperfect development and operation mechanism of charitable organizations. The absence of control over charitable acts and the lack of control led to such bottlenecks as the crisis of trust in charitable organizations and philanthropy. Therefore, it is imperative to promote the all-round development of philanthropy by improving the legal system and policies for suspending goodness.
