继《社会福利政策质量及其评价研究》一文后,作者继续探讨社会福利政策质量研究的一些基础性问题:影响社会福利政策质量的要素和提升社会福利政策质量的路径。文中总结的影响社会福利政策质量的六大主要影响因素,并不能穷尽所有的影响要素,不排除某些偶然因素也可能影响到社会福利政策的质量,但大多数偶然因素对社会福利政策质量的影响最终仍可归结到这六个方面。提升社会福利政策质量的五条路径,可以为政策制定者提供一些参考,从而减少政策失误、提高政策质量。
Following the article “Research on the Quality and Evaluation of Social Welfare Policies”, the author continues to explore some basic issues in the study of the quality of social welfare policies: the factors influencing the quality of social welfare policies and the ways to enhance the quality of social welfare policies. The six major influencing factors that affect the quality of social welfare policies summarized in this paper can not exhaust all the influencing factors and do not exclude that some contingent factors may affect the quality of social welfare policies. However, most of the contingent factors affect the quality of social welfare policies The final impact still can be attributed to these six aspects. Five paths to improve the quality of social welfare policies can provide some reference for policymakers so as to reduce policy mistakes and improve the quality of policies.
