发达国家在成功打开新兴市场后,其一贯倡导的“自由贸易”法则开始变得不那么重要了,且只要其国内需要,这些倡导者就会毫不愧疚地破坏之。美欧最新展开的对华纺织品“特保”调查,即是说明上述观点的很好例证。4月24日,欧盟委员会宣布对来自中国的9类纺织品启动“特别保障”调查;而此前的4月4日,美国商务部已率先对3类中国纺织品启动“特保”调查。两者的理由都是“中国纺织品今年以来进口激增,致使当地产业受损,工人失业”云云,听起来似乎无可厚非。
After the successful liberalization of emerging markets in developed countries, the “free trade” law that they have always advocated has become less important, and these advocates will be able to destroy them without guilt as long as their domestic needs are met. The reason for both is that “the surge in imports of Chinese textiles this year has resulted in the loss of local industries and the loss of workers.” Sounds understandable.
