过去,在左倾思想影响下,住宅问题被片面强调为解决“有无”问题,忽视住宅的使用质量,对生活环境至关重要的隔声标准,长期没有很好地解决。有些未从事这方面研究的同志还认为住宅隔声完全受经济和材料等因素的限制,要求改善条件,似乎无能为力。有些设计和施工人员或因对隔声设计及措施不熟悉,住宅隔声究竟怎样才算合格,心中无数,认为没有一个标准可循。
In the past, under the influence of the left-leaning ideas, the housing problem was emphatically emphasized as a solution to the problem of “presence or absence”, neglecting the quality of the use of housing, and sound insulation standards that are vital to the living environment have not been well resolved for a long time. Some comrades who are not engaged in this research also believe that the sound insulation of residential buildings is completely limited by factors such as economy and materials, and it is imperative that they improve their conditions. Some design and construction personnel may be unfamiliar with sound insulation design and measures. The sound of residential sound insulation is considered to be qualified. There are countless ideas in mind and there is no standard to follow.
