一、政府主导地处西部的四川德阳市建市24年以来,经历了乡镇企业异军突起、县域经济齐头并进、新型工业化初见端倪几个重要阶段,经济综合实力已名列全省前茅。在新的起点上怎样发展得更好更快,市委市政府认识到,必须以科学发展观统领全局,转变传统的政绩观、人才观、教育观,把着眼点真正转移到依靠科技、教育上来。
I. Government Dominated in Deyang City, Western Province Since the founding of the People’s Republic of China in the western region for 24 years, it has experienced several important stages such as the sudden emergence of township and village enterprises, the simultaneous progress of county economy, and the beginning of new-type industrialization. The comprehensive economic strength has been ranked among the best in the whole province. How to develop better and faster at a new starting point, the Municipal Party Committee and Municipal Government realized that it is necessary to guide the overall situation with the scientific development concept and change the traditional view of achievements, talents and education, and shift the focus to relying on science and technology and education .
