1995年6月28日,国家统计局局长张塞在八届人大常委会第十四次会议上作《关于统计工作情况的报告》。张塞毫不讳言地列举了统计业面临的种种危机,提出解决危机的根本出路在于健全法制,对12年前颁布的《统计法》动一次“大手术”,进行全面修订。1996年5月15日,八届全国人大常委会第十九次会议通过了对《统计法修正案》的表决,会场响起一阵热烈的掌声,中圆统计业有了新的“行动指南”……
On June 28, 1995, Director of the National Bureau of Statistics, Zhang Sai, made a “Report on Statistical Work” at the 14th meeting of the Standing Committee of the Eighth National People’s Congress. Zhang Tsai undeniably cited the various crises facing the statistics industry and proposed that the fundamental solution to the crisis lies in improving the legal system and fully revising the “major operation” of the “Statistical Law” promulgated 12 years ago.
