一、语义“规定”方法的困境关于高等教育含义的规定,一致的地方多,分歧虽小,但显得尤为重要。分歧出现在高等教育的定位,能涵盖哪些事实上。潘懋元著《高等教育学》(1984),郑启明、薛天祥主编《高等教育学》(1985),杨德广主编《高等教育学概论》(1991),谢安邦主编《高等教育学》(1998)均认为高等教育是专业教育。胡建华等著《高等教育学新论》则认为高等教育是学术性、专业性教育。谢安邦主编《高等教育学》提出,高等教育作为专业教育,有别于基础教育和职业教育,将职业教育挡在了高等教育的门外。王浒在《跨世纪高等职业教育的思考》等文中则依国际惯例(1997年联合国教科文组织颁布的《国际教育标准分类法》)提出了完全不同的看法,教育事业包括两大体系,普通教育体系和职业技术教育体系,职业技术教育贯穿于初中到大学
