成果名称:山东省科研体系、技术开发体系、技术服力体系的现状分析及优化发展研究完成单位:山东省科学院负责人:尤芳湖 研究员 研究内容:该课题全面、系统分析了山东省科技创新体系的现状、结构、效率及存在的不足,提出了加强山宗省科技创新体系建设的总体构想、优化发展方向、建设目标和对策措施。该项研究在下列方面具有突出的创新性:一是比较研究了国外发达国家科技创新体系发展动态及特点和我国科府主导下,由产业界、科学界、教育界和金融界,遵循市场规律,在科学与技术知识创造、传播和应用过程中形成相互关联的网络结构;五是提出了具有针对性和可操作性较强的七项对策措施,以期建立科学研究、技术创新和科技服务“三位一体”的、高效、开放又符合国际规则的山东省科技术创新
