集权和分权是现代化管理审十分重要的问题,也是我们在日常管理活动由常遇到而又不易处理好的一对矛盾。笔者最近通过对本省十个县卫生局的情况调查看到,这方面也是我们有的县卫生局的机关管理中的一个薄弱环节。因此,我们从理论和实践的不同角度来认识一下这一个问题是很有必要的。1 集权和分权的有机结合符合现代化管理理论的基本思想
Centralization and decentralization are very important issues for modern management audits, and they are also a pair of contradictions that we often encounter in daily management activities and are not easy to handle. The author recently found out through a survey of the health bureaus in 10 counties in this province that this aspect is also a weak link in the administration of our County Health Bureau.
