为了弘扬公路行业精神,适应高等级公路发展新态势,交通部和中国科协共同编辑出版《高等级公路建设与管理》一书,该书由交通部副部长王展意、中国科协书记处书记李宝恒任编委会名誉主任,交通部工程管理司司长杨盛福任编委会主任,国务委员邹家华、交通部部长钱永昌分别为该书题词并撰文。《高等级公路建设与管理》一书共八章。第一章:总论,由邹家华、钱永昌、王展意亲自撰写;第二章:高等级公路产业政策,主要包括国内外公路发展沿革
