1984年下半年开始的经济超高速增长,已使速度问题成为人们热衷的话题。人们普遍认为,经济增长超过力所能及的限度,势必带来一系列严重问题,从而导致经济发展的停滞和衰退。这种观点无疑是有道理的。但是在对策上,人们多是倾向于从宏观上来控制增长,这显然是不能的。应该看到,目前的经济高涨不仅和“宏观膨胀”有关,而且和“结构性膨胀”有密切关系;速度伺题,说到底是解决有关经济持续隐定发展的问题,而要做到这点,最重要、最关键的则是关于经济发展战略的选择。从这一认识出发,本文试从长远发展的角度,通过对目前经济增长速度的考察,来谈谈经济发展战略的选择。
The rapid economic growth that started in the second half of 1984 has made the issue of speed a popular topic for the people. It is widely believed that economic growth exceeds the limits of its capabilities and will inevitably bring about a series of serious problems that will lead to the stagnation and recession of economic development. This view is undoubtedly justified. However, on the countermeasures, people mostly tend to control the growth macroscopically, which obviously can not. It should be noted that the current economic upswing is not only related to “macro-inflation” but also to “structural expansion”. Speeding up the issue, in the final analysis, solves the problem of a steady and steady economic development. To achieve this goal, The most important and most crucial one is about the choice of economic development strategy. From this understanding, this article tries to talk about the choice of economic development strategy through the investigation of the current economic growth rate from the perspective of long-term development.
