凡已通过了鉴定的科技项目,几乎无一例外地都在鉴定书上注明一条:“应尽快将其转化为生产力”。但若认真检查一番就不难发现,有的,确实已经或正在“转化”,而有的,却根本没有“转化”。原因何在?据说是在“转化”过程中遇到了这样或那样的麻烦,无法及时投入工业化生产,有的则是“只开花,不结果”或者“墙内开花,墙外结果”,这不能不让人大感遗憾。怎样才能使科技成果不被束之高阁,不发生“只开晃花,不结果实”或者“墙内开花,墙外结果”的现象,而尽快转化成生产力呢?笔者不揣浅陋,管见如下。
The science and technology projects that have passed the appraisal, almost without exception, are all marked on the appraisal book: “Should be converted into productivity as soon as possible.” However, if one examines it carefully, it is not difficult to find that some have indeed been or are “transforming”, while others have not “converted” at all. What are the reasons? It is said that in the “transformation” process, they encountered such or such troubles that they could not be put into industrial production in a timely manner, and some were “flowering only, no results” or “flowering in the wall, results outside the wall”. People feel very sorry. How can we make scientific and technological achievements not be shelved, and the phenomenon of “flowering only, not fruiting” or “flowering in the wall and beyond the wall” should not occur, and it should be transformed into productivity as soon as possible?
