本文主要采取调查、统计、比较的方法,就大庆市非油气资源现状、城市管理过程中资源开发利用存在的问题、以及今后优化资源开发利用的前景与办法等展开认真的研究。论证了优化资源开发必须要转变观念、强化意识、科学规划、有效开发,并且要对现有传统的资源开发模式进行调查、摸底、和研究。从而揭示了城市管理中的资源开发利用只有按照科学的规律、科学的方法去探索、改革、实践、总结、提高才能够实现本质创新,城市管理中的优化资源开发利用也只有通过观念创新、科学努力、才会持续发挥效益的理论依据。
This paper mainly adopts the methods of investigation, statistics and comparison to conduct a serious study on the status quo of non-oil and gas resources in Daqing, the problems in the exploitation and utilization of resources in urban management and the prospects and methods for optimizing the exploitation and utilization of resources in the future. This paper argues that to optimize the development of resources, we must change our concepts, strengthen our awareness, scientifically plan and effectively develop them. We also need to investigate, study and research existing traditional resource development models. It reveals that the exploitation and utilization of resources in urban management can only realize essential innovation only by exploring, reforming, practicing, summarizing and improving according to the scientific laws and scientific methods. Only through the innovation of ideas and science can resources be developed and utilized in urban management. Hard work, will continue to play a theoretical basis for effectiveness.
