在一些基层档案室内,常常会看到许多过期档案堆集存放,无人问津的现象,给基层档案工作带来了诸多不便。造成这种现象的原因是多方面的:一是“鉴定销毁”程序不明确。《档案法》第十五条规定:“……销毁档案的程序和办法,由国家档案行政管理部门制定。禁止擅自销毁档案”。但许多基层单位缺乏具体的过期档案的鉴定销毁办法,使基层档案室在过期档案鉴定销毁工作中无章可循。二是担任“鉴定销毁”工作的经办人员思想“疲软”。过期档案往往都是以往历史阶段工作情况的“见证”,里边
In some grass-roots archives, it is common to see many overdue files stacked up and left unattended. This has brought many inconveniences to the files at the grass-roots level.
