工会作为依法维护职工合法权益的组织,代表职工的利益,应当按照《工会法》的规定建立独立的经费预算、决算和审查、监督制度,设立独立的财务管理机构。但现实中一些单位由于规模较小,工会没有独立的办公场所,更没有自己的财务机构,工会经费大都由单位行政财务人员代管。
Trade unions, as the organizations that safeguard the lawful rights and interests of workers and staff members in accordance with the law and represent the interests of their staff and workers, shall establish an independent budget and final account and examination and supervision system and set up an independent financial management institution in accordance with the provisions of the Trade Union Law. However, due to the fact that some units are small in scale, the trade unions do not have independent offices or even their own financial institutions, and the funds for trade unions are mostly handled by the administrative and financial personnel of the units.
