湖南省去冬和今春计划新建小型水库的总数,约为解放后历年新建总数的166％,对今年的农业增产将起着一定的作用。但是小型水库还是一件较新的水利工程,因技术人员缺乏,各地经验不多,在技术上发生了一些问题。现把已发生的几个主要问题和解决办法介绍於后,以供参考。 1.清理壩基:小型水库土壩基礎的适当清理
