In studying General Secretary Hu Jintao’s speech on September 19, it is very important to find out clearly the relationship between implementing the scientific concept of development and building a harmonious socialist society. Scientific outlook on development and building a harmonious socialist society are dialectically unified. The scientific concept of development is a guide for action and theoretical guidance in building a harmonious socialist society. Building a socialist harmonious society is a concrete practice and a vivid embodiment of implementing the scientific concept of development.
