今天,林业厅在小渠子召开开放更新地围栏现场会,这个会议规模不大,各方面的同志都来了。我是千方百计地安排时间来参加的。林业在我们国家、在新疆实实在在、确确实实是占有十分重要的地位。对自然环境,中国人民在历史上总结了三句话:“山清水秀”、“山穷水尽”、“穷山恶水。”这是世界各国人民认识大自然的一个宝贵的经验,具有深刻的意义。 山清水秀在我们国家能够看到很多例了,而穷山恶水也可以看到不少。黄河的危害就是一例。原因是历史上把黄土高原的森林采伐完了,黄河成了泥流河。解放后,黄河流域的老百姓付出了巨大的代价,我们国家也给予了很大的投资和力量来治理黄河,到现在也没治理好。长江原来也是山清水秀,但现在也逐渐变的浑浊了。我前几天参加了全
