Zhang Junyan, deputy director of the State Council Development Research Center, believes that policy communication and strategic docking are the necessary ways to promote the healthy development of globalization. We should give full play to the role of government, enterprises and all relevant stakeholders in policy communication and strategic docking. In particular, we should give full play to the role of good think tanks, especially government think tanks, in promoting the in-depth communication and strategic and effective docking of policies. As countries and regions along the “Belt and Road” have different stages of development, they have different historical traditions, different cultural backgrounds, and different institutional conditions.
