我国国有企业改革走过了20多年的风雨历程。按照“产权清晰、政企分开、权责明确、管理科学”的原则及党的十五届四中全会通过的《中共中央关于国有企业改革和发展若干重大问题的决定》,国企改革进展很快.成效显著,如期基本实现了改革和脱困三年目标。当前,囤企改革改制向纵深发展,总体形势很好,但其中一些问题也不容易忽视,特别是改制中存在的问题更需要我们下大力气解决好。
