前言涂饰玩具所用涂料的质量是确保玩具安全的必要条件之一。本标准制定之前,我国的玩具涂料无统一的判定标准与适用的测定方法,因而导致玩具因表面涂层出现质量安全问题,严重影响玩具质量和安全性。因此,制定全国统一的玩具用涂料中有害物质限量要求的标准已成当务之急。2007年9月全国涂料和颜料标准化技术委员会秘书处及时上报了该项国家标准
Preface The quality of paint used in decorating toys is one of the necessary conditions to ensure the safety of toys. Prior to the establishment of this standard, there was no uniform standard for determination of toy coatings in China and the applicable measurement methods, which led to the quality and safety problems of toys due to the surface coating, which seriously affected the quality and safety of toys. Therefore, the development of a unified toy paint in the limited requirements of harmful substances has become a top priority. September 2007 National Coatings and Pigments Standardization Technical Committee Secretariat promptly reported the national standard
