In recent years, the occurrence of some unexpected events has not only caused great threats to social public security, but also caused great impact on the normal operation and development of enterprises. At this time, emergency management (or emergency plan) became the most mentioned term. In 2008, when the southern frozen rain and snow disaster and the Wenchuan earthquake struck us so closely, we once again felt the importance of emergency management. From a global perspective, whether it is the terrorist attacks in the United States on September 11, the explosion in the London Underground or the gas incident in Tokyo, Japan, we can all see the role of emergency management in mitigating disasters.
