The liberalization of international air transport is a long-sought goal of the United States. The 1997 US-British bilateral aviation agreement (Bermuda Agreement II) has already reflected the change of the US’s international aviation policy towards liberalization. In 1978, the United States passed the “Airline Relaxation.
