党的十七大提出提高自主创新能力、建设创新型国家是国家发展战略的核心,是提高综合国力的关键。现阶段,广东正处于经济结构转型和发展方式转变的关键时期。为加快转变经济发展方式,促进产业转型升级,2011年,广东在全国率先探索出台了《广东省自主创新促进条例》,该条例出台实施后对于广东未来的发展具有十分重要的现实作用和长远的战略意义。
The 17th National Congress of the Communist Party of China proposed to raise the capability of independent innovation and to build an innovative country as the core of the national development strategy and the key to raising the overall national strength. At this stage, Guangdong is in a crucial period of transformation of economic structure and transformation of its mode of development. In order to speed up the transformation of economic development mode and promote the industrial transformation and upgrading, in 2011, Guangdong took the lead in exploring and promulgating the “Regulations for the Promotion of Independent Innovation in Guangdong Province” throughout the country. The introduction of the said Regulations promulgates a very important realistic role for the future development of Guangdong and a long-term Strategic significance
