《中共中央关于构建社会主义和谐社会若干重大问题的决定》指出,要“健全医疗卫生服务体系,重点加强农村三级卫生服务网络和以社区卫生服务为基础的新型城市卫生服务体系建设”。为此,本刊特编发一组文章,针对农村三级卫生服务网络建设中的政府职责、资源配置、制度建设等问题,专家学者、卫生行政部门领导以及基层卫生人员共同探讨,各抒己见,以期对卫生改革与发展提供有益帮助。
