1943年,中共江宁县委奉上级组织之命,在江宁县秣陵关爱陵乡西头村成立新四军地下秘密交通联络站(简称新四军联络站),直到1945年新四军北撤才停止工作。三年间,在隐蔽战线上做出了贡献。抗日战争时期,江宁县靠句容、溧水、安徽的当涂、博望等边际地区都属于当时的江当溧句抗日根据地。铜山和横溪一带,都是新四军活动的范围,随着抗日力量的发展,抗日武装力量的壮大,成立了江宁县
