全面建成小康社会的“全面”要求,更加针对我国发展新阶段的民生难题,对社会治理创新的目标、主体和方式提出了新要求。社会治理创新的目标是增进人民福祉、保障群众权益,要以共享发展为核心推进社会事业改革,确保群众有“获得感”;社会治理的主体是人民群众,要最大限度激发社会活力,共建共享公共安全,确保群众有“安全感”“参与感”;社会治理的方式是协商民主,要以民主的方式促进民生问题解决,提高群众的“满意度”和“幸福感”。
