为适应社会主义市场经济和水力发电工程建设体制改革的需要,在电力工业部领导下,由电力部水电工程造价改革领导小组具体指导,起草小组经过两年多的工作,对1995年以前的水电工程概算编制办法、定额和费用标准进行了修订。电力工业部于1997年9月10日分别以电水规[1997]123号文和电水规[1997]031号文,颁发了新的水电工程概算编制办法、定额和费用标准,自颁发之日起执行。为使广大水电工程造价工作者比较全面了解新的编制办法、定额、标准的一些新思路、新内容,本刊约请电力工业部水电建设经济定额站站长、水电水利规划设计总院概(预)算及定额处处长周尚洁同志撰写了此文,供水电建设者执行新编制办法、定额及标准时参考。
