文章从六个方面论述毛泽东关于经济改革和经济管理的战略思想。(1)搞改革、抓管理一定要从国情出发,要紧紧扣住中国各个发展时期的具体情况。而基础的东西是准确了解和把握国情。(2)抓住所有制改革这个基本点。走社会主义道路,进行所有制改革是势之必然。这是一切关系的出发点。在发展社会主义进程中,社会主义因素只能是越来越多。(3)搞好生产布局,促进平衡协调发展。这是经济问题,更是政治问题。要通过新的科学布局,实现整体性的平衡协调,推进社会生产力健康发展,逐步缩小和消除差别,不断提高人民的生活水平,确保国家长治久安。(4)改革就是政治,管理也是社教。改革、管理,需要围绕社会成员结成的生产关系进行改造、改革和改善管理,目标就是使社会主义因素不断增加,逐步占据主导地位。(5)艰苦奋斗、勤俭建国。是建设社会主义强国的不二选择,艰苦奋斗、勤俭建国的思想和精神要伴随经济改革与经济管理的整个过程。(6)动员群众、组织群众、依靠群众。经济改革和经济管理的正能量蕴藏在人民群众之中,人民群众有无限的创造力。广泛动员、精心组织、紧紧依靠群众,就能无往不胜。
