一、走出观念误区 “真正实现国有企业的根本改革,必须探索公有制的有效实现形式,形成公平竞争、公开监督的企业机制”。朱镕基总理多次强调此点。其实我们的本意即所要探索的,是有效的社会主义生产关系。只因过去我国的生产关系曾经是公有制,所以在观念上,我们便不自觉地把两者等同了起来,以为公有制即社会主义生产关系、社会主义生产系亦必是公有制。这就必然导致实践中真正想找的东西在公有制范围内找来找去找不到,却又排除了它在公有制之外即以其他形式存在的可能性。
I. Going out of Misunderstandings “To truly realize the fundamental reform of state-owned enterprises, we must explore effective forms of public ownership and form an enterprise mechanism for fair competition and open supervision.” Premier Zhu Rongji has repeatedly emphasized this point. In fact, our intention is to explore the productive socialist relations. Just because the past production relations in our country used to be public ownership, we unconsciously equate the two in their notion of ideology. We think that public ownership, that is, the socialist relations of production and the socialist production system, must also be public ownership. This inevitably leads to the fact that what we really look for in practice can not be found within the scope of public ownership, but it also ruled out the possibility that it exists in other forms besides public ownership.
