全国人民代表大会常务委员会:我受国务院委托,现对《中华人民共和国职业病防治法修正案(草案)》作说明。2010年3月,卫生部向国务院报送了《中华人民共和国职业病防治法(修正案草案)(送审稿)》。收到送审稿后,法制办先后三次大范围征求意见,并于2010年11月5日至11月19日就有关职业病诊断鉴定制度的条文向全社会公开征求意见;赴地方调研;召开专家会和部门协调会;走访全国人大常委会法工委、中央编办、高法院、全国总工会等有关单位,汇报工作情况和难点问题,听取他们的意见;经国务院副秘书长
Standing Committee of the National People’s Congress: As entrusted by the State Council, I hereby explain the Amendment to the Law of the People’s Republic of China on Prevention and Control of Occupational Diseases (Draft). In March 2010, the Ministry of Health submitted the Law of the People’s Republic of China on Prevention and Treatment of Occupational Diseases (Draft Amendment) (Draft for Review) to the State Council. After receiving the draft for review, the Legal Affairs Office has solicited opinions on a large scale for three times. From November 5 to November 19, 2010, it publicly solicited opinions from the whole society on the provisions of the diagnosis and appraisal system for occupational diseases. And the departmental coordination meeting; to visit the Standing Committee of the NPC Standing Committee, the Central Organ, High Court, the National Federation of Trade Unions and other relevant units to report the work and difficulties, to listen to their opinions; by the State Council Deputy Secretary-General
