1994年10月召开的全国水文经营管理工作会议,对水文创收提出了新的目标和任务,即:第一步实现人均创收纯利润1000元;第二步人均3000元;第三步人均5000元。要求水文单位在创收上一年变一样,2～3年内达到一个新台阶。据统计,1993年度全国水文系统创收纯利润达3500多万元,人均1200余元,全国除极少数省(区)外,已登上了第一台阶。但要在2～3年内登上第二台阶,在本世纪末登上第三台阶,可以说是时间紧、任务重。
The National Conference on Hydrological Management held in October 1994 set forth new goals and tasks for water harvesting, namely: the first step is to achieve a net profit per capita of 1,000 yuan; the second is 3,000 yuan; the third is 5,000 yuan . It required hydrological units to become the same in income-generating last year and reach a new stage in two to three years. According to statistics, in 1993, the net profit of the national hydrological system reached a net profit of more than 35 million yuan and a per capita amount of 1,200 yuan. The country has boarded the first level except for a few provinces (regions). However, to ascend to the second level in two to three years and ascend the third level in the end of this century can be said that time is tight and tasks are heavy.
