在2013年召开的中央经济工作会议提出:要全面认识持续健康发展和生产总值(GDP)增长的关系,不能把发展简单化为增加生产总值,抓住机遇保持国内生产总值合理增长、推进经济结构调整,努力实现经济发展质量和效益得到提高又不会带来后遗症的速度。在中国经济进入提质增效第二季和转型升级的关键时期,再次强调发展的质量和效益,特别是明确提出实现不带来后遗症的速度,是非常有针对性和现实意义的。发展是硬道理。但如果把发展简单化为一切围绕GDP的指挥棒转,忽视乃至违背经济发展的客观规律,就难免事与愿违,带来诸多影响科学发展的后遗症。一是结构失衡。什么能够带来短期效益就上什么,大家一哄而上,而重要的难以短期见效的基础性项目却无人问津。二是产能过剩。这几乎
