一、前言南水北调西线工程是国家为解决北方缺水问题进行总体规划设想的一部分。规划拟从金沙江、雅砻江、大渡河三江引水入黄河,计划调水200亿m~3,其中从雅砻江调水40~50亿m~3。国家计委“将南水北调西线工程列入‘七五’超前期工作项目”,从国家全局看是很必要的,我院积极配合有关部门开展了雅砻江先调水对四川水电开发影响的初步研究。雅砻江调水对四川水电开发的影响的研究,从另一个侧面向有关领导机关作一些如实的反映,可供全面决策时参考。本文以长须坝处调水45亿m~3、2030年为设计水平,采用多分区电力规划模型(IRELP/I.1)及跨流域补偿调节优化设计模型进行研究,主要分析探讨先从雅砻江调水对四川水电开发及经济效益的影响,不涉及调水后北方所获取的综合效益。
I. Introduction The South-North Water Transfer Western Project is part of the overall national planning plan to solve the water shortage problem in the north.
