朱镕基副总理在全国税务局长会议上的讲话中明确提出:“不再出台新的减免税政策,临时性、困难性减免税要一律停止执行”,“财税部门的基本任务就是把钱收上来”。这对当前整顿税收秩序、堵塞税收流失、增加财政收入将起很大作用,同时对今后税务部门加强税收征管也具有指导意义。
