人力资源,是人类进步和社会发展的核心资源,是社会文明的创造者。我国有事业单位230多万家,承担着重要的公共服务职能。如何利用有限的人力资源为社会提供出更高效、优质和规范的公共服务,满足构建和谐社会的需要,首先要建立一套科学的人力资源管理体系,这也是我们人事管理工作者应一直研究和实践的课题。本文着重从内部控制在构建人力资源管理体系中的应用方面出发,尝试引进一种全新的管理理念,以期对事业单位的人力资源管理体系建设有所启迪。
