人类中,就是一男一女,少了哪一方都难成其大千世界。可是,当我们考察许多地方、单位的现状时,都不难发现:有的招工、招干、征聘人才的布告、文件上都常有不要女性或用苛刻条件限制女性的条款,有的单位以至明知职工找对象难也不招收异性,有许多单位或部门的领导班子中也没有女性,好象女性能力太低,或有了女性就会带来什么麻烦似的。尽管党中央一再强调要大力培养妇女干部,实际上仍是言之者众,行之者寡。显然,除了传统观念作怪以外,主要是对人群的性别结构的重要性缺乏应有的认识所致。
