今年是贯彻中共中央总书记胡耀邦同志向我省提出“种草种树,治穷致富”农业建设战略方针和青海省委、省政府《关于种草种树的指示》的第一年。为使我省种草种树活动建立在科学的基础上,我们就有关种草种树科技方面的问题谈几点意见,供参考。一、采用先进技术和科学方法对全省农业自然资源进行一次全面勘察和综合规划。由于种种原因,我省农业自然资源至今还很不准确,其中土地资源、耕地和草场资源实际面积大于在册统计面积,相反森林(包括人工林)和水利资源实际数量又较在册
