2015年《京津冀协同发展规划纲要》出台,标志着京津冀协同发展已然上升为国家重大发展战略,而教育协同发展则是其重要组成部分。在整个京津冀教育协同发展体系中,京冀基础教育协同发展是其关键一环。一方面京冀两地在基础教育存在巨大落差,要实现区域内公共服务普惠化的目标,重中之重在于如何改善河北基础教育质量;另一方面,京津冀协同发展中要疏解北京非首都功能以及实现中关村企业对河北地区的辐射,都需要解决为迁转人口
The promulgation of the “Beijing-Tianjin-Hebei Collaborative Development Plan” in 2015 marks that the coordinated development of Beijing, Tianjin and Hebei has risen to a major national development strategy while the coordinated development of education is an important part of it. Throughout the Beijing-Tianjin-Hebei Education Collaborative Development System, the coordinated development of Beijing-Hebei basic education is a key link. On the one hand, there is a huge gap between basic education in Beijing and Jiari. To achieve the goal of universalizing public services in the region, the most important thing is how to improve the quality of basic education in Hebei. On the other hand, Beijing-Tianjin- Non-capital functions as well as the Zhongguancun enterprises to achieve radiation in Hebei Province, need to be addressed as the relocation of population
