通过对印度存取的政策:最优政策和收费政策,以及开放存取实践的阐述,分析和评价这一政策对我国制定开放存取政策的借鉴意义。认为广泛的开放存取政策有助于提高发展中国家科研产出水平。
Through the policy of access to India: the policy of optimal policy and charging, and the explanation of the practice of open access, this paper analyzes and evaluates the reference significance of this policy to our country’s policy of open access. They believe that a broad range of open access policies can help raise the level of scientific output in developing countries.
