近期,日本新闻界频繁报道亚洲太平洋地区的“扩军”信息:美国 F—16战斗机卖给台湾;中国从俄罗斯进口苏-27战斗机;东北亚、东南亚各国的军事装备也向现代化方向发展。日本新闻界将这些动向称作“冷战结束后的逆流”。冷战状态下的苏美对立,对缓和国际局势有一定抑制作用。随着苏联的解体,冷战局面解除,各地区的紧张因素明显暴露出来,争端倾向开始升级。在这种状态下,保障国家生存的有力手段就是实现本国的军事现代化。要想实现军事现代化就必须经济富强。随着东盟各国的经济发展,东盟6国的海军力量也开始向现代化方向靠近,下面概要介绍东南亚6国海军的发展动向。
Recently, the Japanese press frequently reports on the “arms expansion” in the Asia-Pacific region: the U.S. F-16 fighters were sold to Taiwan; the PRC imported Soviet-27 fighters from Russia; the military equipment in Northeast Asia and Southeast Asian countries also made its way to modernization. The Japanese press calls these developments “the countercurrent after the end of the cold war.” The Soviet-American rivalry in the Cold War has some restraining effect on easing the international situation. With the disintegration of the Soviet Union, the cold war situation was lifted and tensions in various regions were clearly exposed. Disputes tended to escalate. In this state, a powerful means of safeguarding the country's survival is to realize its own military modernization. In order to realize military modernization, we must be economically prosperous.
