In our country’s economic development, there are actual conditions in the central and western regions lagging behind the eastern coastal areas. As an inland area, central and western regions are also areas inhabited by ethnic minorities, due to historical reasons and constraints of natural conditions, comparatively speaking. In the central and western regions, ethnic minority areas tend to be more backward in economic and social development. To comprehensively advance a well-to-do society, we must make coordinated development of urban and rural areas and completely solve the issue of agriculture, countryside and rural areas. Therefore, we must pay special attention to the development of the central and western regions, where the minority areas have become the focus and the difficulty. In addition to the need to improve people’s lives, the western region
