对学术期刊来说,以往的讨论多从客观因素入手,讨论外界对期刊的评价,期刊始终处于被评价的地位。本文从作者撰稿投稿谈起,按学术期刊编辑、出版、发行的流程,分析了学术期刊在整个评价中地位转换的过程;从主观因素出发,探讨了学术期刊在科学评价中的主导作用。通过分析指出:作者对期刊的评价是科学技术评价信息之源;学术期刊对论文的评价是科学技术评价信息之本;数据库检索机构对期刊的评价是科学技术评价信息之总汇。在科学评价过程中,学术期刊不管是处于评价还是被评价的地位,只要充分发挥主观能动性,就会最大限度地赢得读者,得到最广泛的传播和利用。
For academic journals, previous discussions mostly started with objective factors, discussed external evaluation of journals, and journals were always evaluated. In this paper, we start with contributors ’contributions and analyze the academic journals’ status transition in the whole evaluation according to the process of editing, publishing and distribution of academic journals. From the subjective factors, we discuss the leading role of academic journals in scientific evaluation. Through the analysis, it is pointed out that the author’s evaluation of periodicals is the source of scientific and technological evaluation information; the academic periodicals’ evaluation of theses is the basis of scientific and technological evaluation information; and the evaluation of periodicals by database retrieval institutions is the summary of scientific and technological evaluation information. In the process of scientific evaluation, academic journals, regardless of whether they are in the position of being evaluated or evaluated, can maximize the readership and get the widest dissemination and utilization of them as long as they give full play to their initiative.
