多年来,宁夏回族自治区在“政府主导、水保搭台、部门协作、公众参与”的联动机制方面进行了有益的探索与实践,形成了多元化投资、多部门配合、社会广泛参与、发挥综合效益的社会化水土保持生态建设格局,实现了生态建设与经济发展双赢,但也存在政策不够完善、技术服务及监督管理工作力度不够等问题,建议国家出台可操作性强的社会公众参与水土保持生态建设的政策,以推动该项工作进一步开展。
Over the years, Ningxia Hui Autonomous Region has conducted useful explorations and practices in the linkage mechanism of “government-led, water-and-soil-building, departmental collaboration and public participation.” It has formed a wide range of investment, multisectoral cooperation and extensive social participation. Give full play to the overall efficiency of socialized soil and water conservation ecological construction pattern and achieve a win-win ecological construction and economic development, but there are still some problems such as the policy is not perfect enough, technical service and supervision and management are not enough and so on. It is suggested that the state should promulgate the operable public participation Soil and Water Conservation Ecological Construction policies to promote the work to further carry out.
