按照省委、省政府《关于加快国有重要骨干企业建立现代企业制度的意见》(川委发[2002]2号)的有关要求,现就我省国有重要骨干企业在建立现代企业制度中的有关问题提出以下意见,请遵照执行。一、国有重要骨干企业在建立现代企业制度过程中要继续深化用工制度改革,通过变更劳动合同,分流安置职工等方式,解除职工的国有身份,从而建立起企业自主用工、劳动者自主择业的市场化用工机制。二、企业在改制时要制定职工安置方案,并广泛听取工会和职工意见,经职工大会或职工代表大会审议通过后,按现行管理体制分别报省劳动和社会保障厅、省财政厅或企业所在地市(州)劳动和社会保障局、市(州)财政局审核。三、企业在改制时要按照中央和省关于做好下岗失业人
