面对西部大开发的历史机遇和挑战,大方县确定:迎接西部大开发,“关键在党、关键在人、关键在干部、关键在行动”的指导思想。在近日召开的全县党务工作会议上,该县县委要求各级党组织和领导干部都要围绕西部大开发思考问题。首先要求广大党员干部,充分认识到西部大开发的全局性、长期性和紧迫性,坚持解放思想、实事求是,进一步增强抢抓机遇的意识,把思想认识统一到县委的重大决策上来。第二,组织部门要从西部大开发的高度抓好班子配备和干部选拔工作,充分注意改善领导干部年龄、知识、专业结构,注重从实践经验丰富的干部中选拔领导干部。同时强调
