夜幕降临,华灯初上。位于吉林大街中段岔路乡广场的华润油漆商店灯火通明。区人大代表、经理王海明坐在桌前,思考着明天出席区十四届人大四次会议提点什么建议。他站起身来,踱到窗前。窗外:吉林大街车水马龙,流光溢彩;而身后远处的西山,灯火阑珊,若明若暗,与繁华的市区形成了强烈的反差。他陷入了沉思……原来,王经理所在的选区——西山小区一带,地处偏僻,人员复杂,多是平房,道路多年没有维修;卫生差,群众反响强烈,迫切要求改变现状。为此,王经理先后3次到西山调查研究,了解情况,掌握了大量的第一手材料,准备在人代会上向政府提出建议。
