Two years ago, at the National Science and Technology Conference, General Secretary Jiang Zemin put forward a strategic request on behalf of the Central Government that he shifted the economic construction to the track of relying on scientific and technological progress and improving the quality of workers. At the same time, it was clearly stated that it is necessary to transform traditional industries with modern electronic information and automation technologies in the 1990s so as to make the development of these industries shift from relying mainly on expanding detentions to mainly relying on increased connotation. These instructions are also perfectly applicable to the newspaper industry as an old industry. With the development of the socialist market economy, the society has become increasingly dependent on information. The development of newspapers as one of the major media outlets has also entered a peak. The rapid expansion of the newspapers to the heavily-funded editorial department has added tremendous value pressure. Red pen, scissors and paste the work mode has become a “bottleneck” restricting the development of the newspaper. Some foreign newspapers have long introduced computers to the editorial department to improve the timeliness and information volume of newspapers. Some even use databases to directly serve readers and become electronic newspapers without paper.
