我不知道这样的“说法”确不确切,只是心中在隐隐作痛,翻阅着成千起的火灾案例卷宗,录觅着它的最终处理结局。然而我震惊了,火灾处理起数竟不到火灾总起数的10％。寥寥几笔结案的卷宗星星稀稀地堆放在我的眼前,可叹?可怜?可惊?可讶?是,又好象不是,成万上亿的巨额损失,多少人员或伤或亡的沉重代价难道竟换不来执法者对火灾事故肇事者、责任人的最终宣言?
